Emery Sapp & Sons (ESS) announced today that it has acquired the equipment of the Highway Services Group from Penhall Company, expanding its pavement maintenance and preservation capabilities nationwide.

With this equipment asset purchase, ESS now owns the largest diamond grinding and grooving fleet in the United States, with more than 242 pieces of equipment. Paired with decades of experience and a deep bench of operational horsepower, this equipment expansion positions ESS as the nation's powerhouse contractor for diamond grinding and grooving — capable of taking on complex airport runway, pavement, and critical infrastructure work safely and efficiently.

“The addition of this kind of equipment, in this amount, shows our dedication to strengthening what we deliver to our partners every day,” said Brandon Finn, Executive Vice President of Asphalt Operations at ESS. “By expanding our fleet, ESS now has the equipment, expertise, and team in place to deliver pavement maintenance projects of any scale.”

ESS is now positioned as the premier U.S. contractor capable of delivering large-scale airport runway grinding and grooving and other high-specification pavement work. With more than 1,000 total asphalt and pavement restoration equipment pieces companywide, this acquisition further strengthens ESS’ capabilities and brings its diamond grinding and grooving fleet to 242 specialized assets, including 55 grinders and groovers and 187 supporting trucks and equipment.

Equipment alone isn’t what sets ESS apart. ESS also hired a number of skilled professionals to join its pavement maintenance team. While welcoming new teammates and specialized expertise to the organization, this expansion enhances ESS’ ability to take on larger, more complex projects with greater speed, precision, and consistency — while maintaining the highest performance and safety standards our partners expect.
