Cavan Commercial Completes Power Commerce Park in Gilbert as Demand for Neighborhood Flex Bay Industrial Surges

New neighborhood flex bay campus delivers adaptable, community-focused space for small and mid-sized businesses


Cavan Commercial has completed Power Commerce Park in Gilbert, providing a modern neighborhood flex bay (NFB) campus at a time when demand for light industrial space continues to rise. The development, located at 3380 S. Power Road at the northwest corner of Power and Elliot roads, includes 12 freestanding 12,171-square-foot buildings designed to serve the East Valley’s fast-growing base of small and mid-sized operators who continue to drive industrial absorption in high-growth suburban markets.

Built to redefine the small-bay experience, Cavan’s NFB model blends industrial functionality with modern storefronts, conditioned warehouse space and secure private yards, designed to integrate seamlessly with nearby retail and residential areas. The development has achieved full occupancy, stabilization and disposition, reflecting the strong tenant demand and aligning with Cavan’s strategy of building, leasing, operating and selling high-performing neighborhood flex bay assets. Most buildings at Power Commerce Park were demised into 6,000-square-foot suites, meeting a segment of the market where availability remains extremely constrained.

According to Commercial Properties Inc.’s Phoenix Industrial Q2 2025 market report, properties under 50,000 square feet remain tight, holding roughly a 5% vacancy rate, while larger buildings of 100,000 square feet or more have reached a 15-year high, with vacancy exceeding 16%.


“Although the Phoenix industrial pipeline remains among the most active in the country, less than 8% of new construction in 2024 was under 100,000 square feet, and less than 2% were buildings smaller than 25,000 square feet with office-ready layouts,” added Cavan. “NFB campuses like Power Commerce Park fill this critical gap, providing tenants such as contractors, specialty manufacturers and service-based businesses with a turnkey solution that supports production, storage, fulfillment and customer engagement under one roof, within their community.”
